I so often want to purchase products and not by running up a credit card.
However with the exchange rate between USA and South Africa it is often
not possible. Such as this offer $99 is just on R800 which is a third or a fourth of many salaries here.

You certainly bring up a valid point. However, I would have to respond by saying that there are many ways to make money these days, and if local salaries are so low, then you may want to look into starting your own Internet business, where you can make a lot more.
From what you've said here, it sounds like you would be considered well-to-do in your country, if you can bring in $1000 per month from an online business, which is easily done.
